 Candidate Assessment of Performance

Massachusetts' Candidate Assessment of Performance (CAP) guidelines were created in order to better prepare teacher candidates for entering the classroom. Prior to CAP, the Massachusetts Department of Education had been using the Pre-Service Performance Assessment (PPA) system since 2003. The PPA was less rigorous than CAP. CAP provides a rubric and measurable objectives for teacher candidates.

CAP consists of six essential elements.

In order to be considered ready to teach, a candidate must receive all proficient scores. For each element, a teacher candidate is evaluated on the quality, scope, and consistency of their ability to meet the objectives for each element. A teacher candidate can be rated unsatisfactory, needs improvement, proficient, or exemplary for each category and element.
